While this might seem quite odd that two cloud rivals suddenly partner, it is quite a normal thing in high-tech to partner with your rivals where it makes business sense but still continue to be rivals.
This business as usual is not really understood and of course not common in non-high-tech businesses. That a bank e.g. would suddenly partner with a rival bank is certainly not what one would ever expect.
The fast-paced and high-pressure environment in high-tech makes this a viable scenario though quite often.
Similarly, one can see that IBM is partnering with many players right now incl. Amazon.
It also has a name in fact: coopetition.
