Is China to ban exporting solar cell technology?

Bloomberg reports about this today.

Indeed, if China would ban the export of solar cells, Europe in particular would be hit quite hard yet again. (gas from Russia was the last dependency)

I personally cannot image this, but then who knows for sure?
